## Summary

On June 26, 2013, Region 10 filed a consent agreement and final order (CAFO) to resolve violations of RCRA at the Department of Energy (DOE) facility in Hanford, Washington that were identified by EPAï¿½s National Enforcement Investigations Center (NEIC) during an inspection at Hanford Solid Waste Operating Complex (SWOC) in 2011.  The CAFO resolves the following violations: 1) operating 8 treatment, storage, and/or disposal (TSD) units at SWOC without authorization; 2) failure to have adequate closure plans for those units; 3) failure to close or obtain an extensive to operate 2 inactive TSD units; and 4) failure to treat waste before placement inside of burial grounds inside SWOC as required by land disposal requirements.  In the CAFO, DOE agreed to 1) submit closure plans for the 8 units as permit modifications and to close those units according to the permit; 2) immediately comply with applicable final facility standards at these 8 units; 3) submit closure plans or get authorization for the 2 inactive units; 4) cease treatment of waste within the lower level burial grounds; and 5) pay a penalty of $137,000. Violations at 11 other units have been referred to the Washington Department of Ecology for follow-up.
