This combined APO/CAFO resolves violations of the TSCA/PCB regulations arising from the alledged dilution of PCB remediation waste during excavation for construction. The CAFO assesses a penalty of $37,500 and imposes conditions for the management of stockpiles of soil and debris generated during excavation. The remainder of the site is being cleaned up pursuant to the PCB remediation regulations andd an Approval issued by Region 1 on June 5, 2013.
