EPA determined that BASF failed to comply with Sections 5 and 13 of the Toxic Substances Control Act and implementing regulations relating to premanufacture notification and import certification from information provided in a voluntary disclosure under EPAÂs Audit Policy. The premanufacture notification was provided. A penalty was waived in this case.
