On December 10, 2013, EPA Region 6 issued a Complaint and Consent Agreement and Final Order to Cos-Mar Company under its authority pursuant to the Clean Air Act. The order was issued in response to violations of the National Emission Standards for Hazardous Air Pollutants (NESHAP). The settlement includes a penalty of $84,050, performance of fugitive emission project (e.g., conversion to electronic tracking system, comprehensive evaluation of subject components), and submittal of plan for installation of a flare net heating value measuring device and natural gas control. Cosmar is required to pay the assessed penalty within 30 days of the effective date of the order.
