Cease and Desist Order: Respondent, LBOC, LLC, owned and operated an oil field production facility located in the Northeast Quarter of Section 2, Township 18 South, Range 15 West, Noephlet, Union County, Arkansas. Oil field brine and produced wastewater generated from oil production activities, had been discharged from the facility to water of the United States.
