Cease and Desist Order: Bonanza Creek Energy Resources, LLC, Respondentowned and operated on oil field production facility known as the Willis Lease, located in the Southeast Quarter of Section 17, Township 18 South, Range 21 West, in Columbia County, Arkansas. Oil field brine and produced wastewater generated from oil production activities, had been discharged from the facility to waters of the United States.
