RVSD agreed to pay a $16,250 civil penalty for the improper disposal of crushed concrete coated with paint containing TSCA levels of PCBs. The district used crushed concrete coated with PCBs from its former Larkspur, Calif. wastewater treatment plant that was demolished from 1998-1999 as backfill at the demolition site, a violation of TSCA regulations.
