On [date], U.S. EPA signed an Administrative Order on Consent with Spectro Alloys Corporation in Rosemount, Minnesota (Spectro). The Order resolves a Finding of Violation (FOV) issued to Spectro on March 26, 2013, which alleged Spectro emitted PM in excess of limits contained in its Title V Permit and the NESHAP at 40 C.F.R. � 63.1505(b)(1) and failed to ensure its baghouse bags were in good working condition in accordance with the NESHAP at 40 C.F.R. �� 63.6(e)(1)(i) during its January 8-9, 2013 performance test at the Hammermill baghouse. The Order requires that Spectro submit an updated OM&M Plan incorporating additional baghouse inspections, calibrations, quality assurance measures, and a specific range of differential pressure standards within 60 days after the effective date of the ACO. The compliance provisions in the ACO also require that Spectro inspect baghouse leak detection systems and continue to record pressure drop across the Hammermill baghouse once per shift. These requirements should allow Spectro to ensure consistent operation of its scrap shredder (Hammermill) baghouse.
