Region 5 of the U.S. Environmental Protection Agency (U.S EPA) recently entered into an Administrative Consent Order (ACO) with Farmers Grain of Dorans (Farmers), of Mattoon, IL (Facility). The ACO resolves allegations that a grain elevator operated by Farmers failed to comply with the requirements of the Illinois State Implementation Plan. Emissions of particulate matter from the Facility migrated onto neighboring properties and violated the pollution prohibition in Subsection 9(a) of the Illinois Environmental Protection Act. The ACO requires Farmers to submit an application for a permit to construct and operate an induced draft system and a baghouse to remove 90% of the particulate matter emissions from the dump pits at the grain elevator. In addition to constructing the emissions controls, Farmers must also improve its housekeeping practices and pave all driveways and parking areas to reduce particulate emissions.
