The ACO resolves allegations that grain elevators operated by Gateway in Venedy and Waltonville, Illinois failed to comply with the requirements of the Illinois State Implementation Plan. At the Waltonville facility, emissions of particulate matter migrated onto neighboring properties and violated the pollution prohibition in Subsection 9(a) of the Illinois Environmental Protection Act. The ACO requires Gateway to submit an application for a permit to construct and operate an induced draft system and a baghouse to remove 90% of the particulate matter emissions from the major dump pit at the Waltonville facility. In addition to constructing the emissions controls, Gateway must also improve its housekeeping practices at both the Venedy and Waltonville facilities. Gateway has also agreed to chipseal all driveways and parking areas within both facilities to reduce particulate emissions.
