This facility has been in business since 1965 and both stores and sells anhydrous ammonia for fertilizer. It has a maximum plant capability of 219,000 lbs of anhydrous ammonia calculated at 85% at 70 degrees Fahrenheit. (Threshold quantity for NH3 is 10,000 lbs/year.) Consequently, the owners/operators of this facility were required to submit a single Risk Management Plan (RMP) on or before June 21, 1999 and review and update this RMP at subsequent five-year intervals. Respondent submitted their initial RMP to the US EPA on April 5, 2013 - following communications from the EPA (8/29/2011 Information Request and 3/28/2013 Notice of Intent to File a Civil Administrative Complaint).
