## Summary

On January 23, 2014, Region 1 entered into a Clean Water Act administrative order on consent with the Town of Norwood, Massachusetts requiring the Town to eliminate all unauthorized discharges from its small municipal separate storm sewer systems (MS4s) to waters of the United States by December 31, 2023.  Historically, the most significant contribution of sewage into the Neponset River has been exfiltration from the sanitary sewer system into an underdrain system that ties into the storm sewer system and discharges into surface waters causing high bacteria counts.  Under the Order, the Town is required to submit an underdrain control plan to EPA for review and approval which will include a schedule for sanitary sewer re-lining in all areas of the Town where underdrains occur.  The Region coordinated its efforts with the Massachusetts Department of Environmental Protection.
