Town of Grafton received a new permit in May 2013 which had a lower phosphorus limit and a new nitrogen limit. The current treatment plan cannot meet the phosphours and nitrogen limits. An administrative order is being issued which includes a schedule for plant upgrades work should be completed in April 2018.
