On March 14, 2014, Region 10 filed a Consent Agreement and Final Order with the City of Troy, Idaho (City) for violations of its NPDES permit at the CityÂs wastewater treatment facility. The CityÂs water treatment facility discharges treated water into West Fork Little Bear Creek. From October 2008 through April 2009, the City had 67 violations of its NPDES permit, including E. coli and total residual chlorine. The CityÂs NPDES permit expired on April 13, 2009, due to the CityÂs not submitting a timely and complete permit application prior to their 2004 NPDES Permit expiration. From May 1, 2009 to August 2013, the City has been discharging pollutants without a NPDES permit. A compliance order and information request was issued on August 11, 2010, requiring the City to comply with their expired permit and submit a permit application. On July 16, 2012 and March 25, 2013, EPA received the CityÂs Permit application materials. The City agreed to pay a penalty of $14,500 and is taking actions to address these violations.
