Summary

On August 11, 2014, Region 10 filed a consent agreement and final order settling a case against Gurinder Bains, Nabin Joshi and Short Stop LLC (Respondents), the operators of four underground storage tanks (USTs) at Flying B #29, in Ellensburg, Washington. The Region alleged tank release detection and corrosion protection violations under the Resource Conservation and Recovery Act. The order requires Respondents to submit the raw data for leak detection testing and final test results for each tank; equip two lines with corrosion protection and provide test results; and provide the annual line tightness test and automatic line leak detector test results for each line. Respondents also agreed to pay a penalty of $11,222.
