This enforcement action was filed in response to violations to CAA 112(r)(7) which were discovered during a Risk Management Plan (RMP) compliance inspection conducted on 8/10/2012. Violations include: 1.) failure to submit a correction to the emergency contacts within thirty days of the change; 2.) failure to provide refresher training to the employees involved in operating the anhydrous ammonia refrigeration system; 3.) failure to perform tests on the pressure relief valves in a timely manner as required by the manufacturer's recommendations and good engineering practices; and 4.) failure to implement change management procedures.
