Respondent, East Texas Salt Water Disposal Compnay, owned and operated an oil field waste disposal facility known as the Anderson to Williams Pipeline, located in Longview, Gregg Couty, Texas. On August 6, 2013, an EPA inspector observed that oil field brine and produced wastewater generated from oil production activities, had been discharged fromthe facility to waters of the United States, without a permit.
