Respondent, East Texas Salt Water Disposal Company, owned and operated an oil field waste disposal facility known as the McH-1-2-Wilson Center, located in White Oak, Gregg County, Texas. On August 6, 2013, an EPA inspector observed that oil field brine and produced wastewater generatedfrom the facility to waters of the United States without a permit.
