Respondent, East Texas Salt Water Disposal Company, owned and operated an oil field waste disposal facility known as the BASA Resources E.S. Holt lease RRC #6955, located in Overton, Rusk County, Texas. On August 7, 2013, an EPA inspector observed oil field brine and produced wastewater generated from oil production activities, has been discharged from the facility to waters of the United States', without a permit.
