East Texas Salt Water Disposal Company, Respondent owned and operated and oil field waste facility known as the Ziegler-P-I-Hardwicke Site, located in Longview, Gregg County, Texas. On August 6, 2013, an EPA inspector observed that oil field brine and produced wastewater generated from oil production activities, had been discharged to waters of the U.S. without NPDES permit coverage.
