Respondent, Barnett Oil Company, owned and operated an oil field production facility located in Osage County, Oklahoma. On August 20, 2013, an EPA inspector observed that produced wastewater generated from oil and gas production activities, had been discharged from the facility to waters of the United States , without a permit.
