On September 23, 2014, Region 10 filed a consent agreement and final order with Jon Koloski to address Clean Water Act violations. In early 2012, Mr. Koloski violated the CWA Section 404 by constructing a bulkhead after he withdrew his CWA Section 404 permit application from the Army Corps of Engineers. Mr. Koloski agreed to pay a penalty of $60,000.
