Elite Properties (dba Classic Homes) violated the terms of its permit by: (1) failing to maintain required documents on site, (2) failing to maintain a complete storm water management plan, (3) failing to conduct or document required self-inspections, and (4) failing to install and maintain best management practices to minimize discharges of sediment and other pollutants into waters of the United States.
