## Summary

The Scoular Company (Scoular) is agreeing to take certain actions to come into compliance with the Illinois State Implementation Plan (SIP) at its Peotone, Illinois grain elevator.   Scoular bought the grain elevator from Andres & Wilton (A&W) after EPA had cited A&W for violations of the Illinois SIP.  A&W was operating a grain elevator dump pit in a Major Population Area without using an air pollution control device to remove 98% of the particulate matter emissions as is required by the Illinois SIP.  A&W was also loading trucks without loadout sleeves, not doing sufficient housekeeping, and not watering their roads.   

The ACO requires Scoular to build and operate a baghouse with 98% particulate matter control at the Major Dump Pit at the Facility and add loadout sleeves onto the truck loadouts.  The ACO also requires Scoular to wet their unpaved roads as often as needed and perform 6 minute visible emissions readings following Method 22 every morning.  If emissions are seen, the Facility is required to water or otherwise treat the roads to prevent dust.  Finally, the ACO requires Scoular to follow the housekeeping requirements in the Illinois SIP at Rule 203(d)(9)(A) [35 Ill. Admin. Code Â§ 212.461(b)] including keeping a housekeeping checklist and checking the air pollution controls daily.
