This Administrative Order for Compliance on Consent (Consent Order) with the City of Louisville, Colorado (City) is for failing to implement its approved pretreatment program in multiple areas. Violations addressed by the Consent Order include: violations of the CityÂs manganese limit in its NPDES permit, failure to report manganese violations as caused by industrial discharges from the CityÂs drinking water treatment plants (DWTPs), failure to identify the CityÂs DWTPs as significant industrial users (SIUs), failure to investigate noncompliance by the DWTP, failure to control the discharges from the CityÂs DWTPs, failure to include all required elements in permits issued to other SIUs, failure to sample each SIU at least once per year, failure to create required sampling records, failure to develop and implement procedures to evaluate significant noncompliance by industrial users, failure to publish an SIU as having been in SNC, failure to analyze SIU reports, failure to implements the CityÂs updated pretreatment ordinance, and failure to enforce against industrial users. Violations were observed during the July 11 and 12, 2013 EPA inspection.
