TRC, a subsidiary of PBF Energy Inc., owns and operates an oil refinery in Oregon, Ohio (Toledo Refinery).  The Consent Decree resolves TRC's violations of the Leak Detection and Repair (LDAR) requirements, violations related to flaring efficiency, reporting violations under the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Petroleum Refineries: Catalytic Cracking Units, Catalytic Reforming Units, and Sulfur Recovery Units (Subpart UUU), and a violation of the benzene waste operation NESHAP (BWON).  EPA estimates that the settlement will reduce emissions of volatile organic compounds (VOCs) by 180 tons per year.
