The imported pesticide product was intended to be used in the production of a U.S. registered pesticide; however it was produced using an illegitimate source. Therefore, the pesticide product was deemed an unregistered pesticide product. The importation and further distribution of an unregistered pesticide is an unlawful act under the Federal Insecticide Fungicide and Rodenticide Act (FIFRA).
