On September 17, 2013, an authorized representative of EPA conducted an SPCC inspection at C-V Oil Company, Inc., a petroleum oil storage facility. although C-V Oil Company, Inc. stores oil in amounts above thresholds requiring the preparation of a SPCC plan. Because of the size of the facility and other factors, EPA is utilizing the ESA enforcement tool.
