Chaparral Energyy, LLC, Respondent owned and operated an oil field production facility known as the NBU 8-11, located in Osage County, Oklahoma. On January 22, 2014 an EPA inspector observed produced wastewater generated from oil and gas production activities, had been discharged from the facility to waters of the United States without a valid permit.
