On August 27, 2014, Region 10 filed a consent agreement and final order with JELD-WEN, Inc., for Clean Air Act violations at its Millworks Manufacturing-Thomas Lumber facility in Klamath Falls, Oregon. The Region alleged that JELD-WEN failed to comply with opacity (an indicator of particulate matter), monitoring, deviation reporting, and compliance certification requirements in its Title V permit. The EPA settlement requires JELD-WEN to provide $252,000 in funds to implement a local woodstove change-out program in the Klamath Falls area (PM2.5 nonattainment area) as a Supplemental Environmental Project and to pay EPA a penalty of $108,000. JELD-WEN is concurrently resolving the same violations with Oregon Department of Environmental Quality (ODEQ) in a parallel administrative settlement, which includes an additional $192,000 in funds for the local woodstove change-out program and an additional penalty of $48,000 to ODEQ.
