On April 24, 2014, Region 9 entered into an Administrative Order on Consent (AOC) with AllenCo Energy Inc, pursuant to the Clean Air Act (?CAA?) Section 113(a)(3) and the Clean Water Act (?CWA?) Sections 311(c) and (e). AllenCo operates a crude oil and natural gas production facility located at 814 W. 23rd St. in Los Angeles, California (Facility). The AOC requires the Facility to come into compliance with the CAA Section 112(r) General Duty Clause and to update its Spill Prevention Countermeasures and Control Plan (?SPCC?) to address the requirements in 40 CFR Part 112.
