Southwset Operating, Inc., Respondent owned and opearted an oil field production facility known as the Radney Well#2 Tank Battery - RRC #13217, located in Wood County, Texas. On March 10, 2014, an EPA inspector bserved oil field brine and produced wastewater generated from oil production activities, had been discharged from the facility to waters of the United States , without a permit.
