Chaparral Energy, LLC, Respondent owned and operated an oil field production facility known as the North Burbank Unit, located in Kay Conty, Oklahoma. On March 26, 2014, and EPA inspector found evidence of produced wastewaer generated from oil and gas production activities, had been discharged from the facility to waters of the Unted States without a permit.
