## Summary

Administrative Order issued for Ground Water Rule Failure to Address Significant Deficiencies Treatment Technique, Tier 2 Public Notice, and Lead and Copper Rule monitoring and reporting violations.  On 9/19/2014, AO personally served to system owner by MI DNR law enforcement officer.  System subsequently complied with the AO's requirements to monitor for lead/copper and submit results to MDEQ; post PN for M/R violations; and completed bacteriological sampling plan and emergency response plan.  Coordinated with MDEQ and (1) made revisions to system's CY 2013 CCR Word file as requested in MDEQ's 10/8/2014 email to owner; (2) prepared a combined CCR for CYs 2012-2014 that includes PN language for the failure to address significant deficiencies; and (3) prepared a written cross connection control program for the system and emailed it to owner on 5/4/2015 with instructions to sign and submit to MDEQ. 7/6/15: Learned that Harb Dhillon is no longer the owner and Heritage Apartments was foreclosed.  Jerome McGill closed on purchasing Heritage Apartments from Bank Financial on 6/29/15. EPA mailed 2012-2014 CCRs to residents on 6/30/2015 using Jerome McGill as the PWS contact.  The issuance of the CCR returned all violations to compliance with the exception of introducing a written cross connection control program (CCCP).  EPA terminated the AO per 7/23/2015 memo to the enforcement file since the PWS has a new owner. MDEQ has followed up with new owner to ensure compliance and to addr
