On February 18, 2009, USEPA conducted an RMP CAA 112 (r)(7) compliance inspection of Dynamic Metal Treating International, Inc. d/b/a Dynamic Surface Technologies International, Inc., located in Canton, Michigan. The inspection identified deficiencies with the facilityÂs process safety information, process hazard analysis, operating procedures, mechanical integrity program, and compliance audits. USEPA decided to mitigate the civil penalty to $19,803.00 based on several factors: Dynamic worked diligently and cooperatively with USEPA throughout negotiations, the facility came quickly into compliance, the facility provided evidence to show compliance with eight of the initial alleged violations, and the facility agreed to perform three Supplemental Environmental Projects (SEPs) with a total value of $32,422.00. The SEPs include purchasing and installing a gas alarm system that will be monitored by a third party; purchasing hazardous materials equipment for the Canton Fire Department; and providing training to the Fire Department on Ammonia Awareness and Safety and on use of the new hazardous materials equipment.
