EPA has signed an Administrative Order by Consent with the City of Brockton, Massachusetts, based on the City?s reports of sanitary sewer overflows from its wastewater collection system in violation of its NPDES Permit. The Order requires the City to conduct an assessment of its collection system, develop and implement a corrective action plan to address these deficiencies, and to develop a CMOM (Capacity, Management, Operations, and Maintenance) program to prevent or minimize future unauthorized discharges. The Order also requires the City to submit annual reports to EPA and the Massachusetts Department of Environmental Protection summarizing the collection system issues that occurred during the previous year and the measures that the City has taken to implement corrective actions.
