EPA issued an Administrative Consent Order (ACO) and Consent Agreement and Final Order (CAFO) addressing violations of the Clean Air Act (CAA) to Alter Recycling Company, LLC, (ARC), located in Bartonville, Illinois. The ACO requires Alter to come into compliance with Clean Air Act (CAA) regulations for the protection of stratospheric ozone. The CAFO requires the payment of a civil penalty of $14,871. Together, these agreements will resolve violations of CAA regulations for the reduction of emissions of ozone-depleting substances alleged in a May 9, 2013, Finding of Violation. Because the refrigerants used in small appliances and vehicle air conditioners also are potent global-warming gases, these resolutions will, in addition to protecting the ozone layer, have the added benefit of reducing the emissions of greenhouse gases.
