Summary

Region 1 and Lake Champlain Transportation Company (LCT) entered into two Consent Agreements and Final Orders (CAFOs) to resolve Clean Air Act (CAA) violations at LCT’s King Street Dock facility in Burlington, Vermont, and at its Shelburne Yard facility in Shelburne, Vermont. LCT, which operates ferry boats that carry passengers and vehicles, will pay penalties of $62,000 and $38,000, respectively, to settle state and federal clean air violations at each of these facilities. Under the CAFOs, LCT also agrees to comply with EPA’s National Emission Standards for Shipbuilding and Ship Repair Facilities, obtain CAA Title V operating permits, comply with volatile organic compound coating limits specified under Vermont Air Pollutant Control (VT APC) Regulations, obtain new source review construction permits as required under VT APC Regulations, and meet Vermont’s “most stringent emission rate” as required under VT APC Regulations.
