ON JULY 17, 2014, THE EPA REGION III REGIONAL ADMINISTRATOR SIGNED AN AGREEMENT FOR RELEASE AND WAIVER OF LIEN (AGREEMENT) BETWEEN EPA AND PARK HOUSE PROPERTIEIS, LLC (PARK HOUSE) IN CONNECION WITH THE PURCHASE BY PARK HOUSE OF THE FORMER SPRA-FIN, INC. PROPERTY (PROPERTY) THAT IS PART OF THE NORTH PENN AREA 7 SITE (SITE).   UNDER THE TERMS OF THE AGREEMENT, UPON PAYMENT OF $10,000 BY PARK HOUSE, EPA AGREES TO RELEASE AND WAIVE ANY POTENTIAL WINDFALL LIEN THAT EPA MAY HAVE OR WHICH COULD ARISE ON THE PROPERTY UNDER SECTION 107(r) OF CERCLA FOR COST INCURRED BY EPA IN RESPONDING TO THE RELEASE OR THREAT OF RELEASE OF HAZARDOUS SUBSTANCES THAT WERE DISPOSED OF AT THE SITE BEFORE ACQUISITION OF THE PROPERTY BY PARK HOUSE.   EPA COMPLETED A FUND-LEAD CLEAN-UP OF THE CONTAMINATED SOIL AT THE PROPERTY, AND IS CURRENTLY CONDUCTING A SITE-WIDE FUND-LEAD REMEDIAL INVFESTIGATION AND FEASIBILITY STUDY OF THE GROUNDWATER AT THE SITE.   UNDER THE AGREEMENT, PARK HOUSE ALSO AGREES (1) TO PROVIDE EPA WITH ACCESS TO THE PROPERTY FOR THE IMPLEMENTATION OF ANY RESPONSE ACTIONS REQUIRED AT THEH PROPERTY; AND (2) TO IMPLEMENT AND COMPLY WITH ANY INSTITUTIONAL CONTROLS THAT MAY BE REQUIRED IN CONNECTION WITH ANY RESPONSE ACTIONS AT THE PROPERTY.
