Respondent is a 200 milking cows and 113 calves-heifers facility in Vega Baja, Puerto Rico that was discharging manure and associated wastewater from its manure storage lagoon into the Quebrada Mueresolo without obtaining coverage under a CAFO NPDES permit. The Order requires facility to immediately cease discharges, reduce the size of its operation to below CAFO thresholds unless they wish to obtain a CAFO NPDES permit, and lower the manure storage lagoon level in a manner that prevents all future discharges.
