This case involves the operation of the Rotary Kiln Incinerator and/or the Fixed Box Incinerators in violation of the Title V CAA Permit and/or the RCRA Permit, and, including but not limited to, the management of organic hazardous waste and/or disposal of organic hazardous waste by use of the Rotary Kiln Incinerator and/or Fixed Box Incinerators between the years 1998 through 2008 at the Defendants' facility located at 260 Hudson River Road, Waterford, NY 12188.
