THE COMPASS INDUSTRIES SITE IS AN ABANDONED LANDFILL LOCATED IN A FORMER LIMESTONE QUARRY WEST OF TULSA, OKLAHOMA. THE SITE IS SITUATED DIRECTLY WEST OF THE CHANDLER PARK SOFTBALL FACILITY, WHICH IS OWNED BY TULSA COUNTY. THE SITE IS LOCAT- ED ON A BLUFF APPROXIMATELY ONE-QUARTER MILE SOUTH AND 200 FEET ABOVE THE ARKANSAS RIVER. THE SITE WAS LISTED ON THE NPL ON SEPT. 21, 1984 (49 FED. REG. 37070). IN SEPT. 1987, REGION 6 EXECUTED A RECORD OF DECISION (ROD) FOR THE SITE. THE MAJOR COMPONENTS OF THE REMEDY SELECTED IN THE ROD IN- CLUDED: (1) INSTALLATION OF A RCRA-COMPLIANT CAP; (2) GROUND WATER TREATMENT, IF NECESSARY; AND (3) MONITORING THE SITE FOR A PERIOD OF 30 YEARS. ON MARCH 29, 1989, REGION 6 ISSUED A UNILATERAL ADMINISTRA- TIVE ORDER (UAO) TO BRANIFF, INC., TEXACO, STANDARD ROYAL- TIES, INC., FOURTH NATIONAL BANK OF TULSA, SUN REFINING AND MARKETING CORPORATION, BILLY CHARLES JACKSON, JR., AND BELL- AMAH COMMUNITY DEVELOPMENT REQUIRING THEM TO PERFORM THE RE- MEDIAL ACTION. TEXACO, STANDARD AND SUN COMPLIED WITH THE UAO.
