On April 8-10, 2014, EPA conducted a Municipal Separate Storm Sewer System (MS4) Audit of the Town of North Hempstead. As a result of the Audit, EPA identified that the Town was not complying with certain terms and conditions of the NYSDEC MS4 General Permit. Violations include, but are not limited to, the following: failure to fully implement and update the Stormwater Management Program Plan; failure to implement and enforce an illicit discharge, detection and elimination program, including failure to complete outfall mapping, field verify Town outfalls, and failure to conduct an outfall reconnaissance inventory (ORI) of Town outfalls; failure to implement and enforce a stormwater construction program; and failure to implement and enforce a post-construction program. An Information Request and Administrative Compliance Order is being issued that requires the Town to comply with the terms of the MS4 General Permit.
