## Summary

The City of Chicago Facilities at the Midway International Airport are owned and operated by the City of Chicago Department of Aviation (CDA). CDA violated the Spill Prevention, Control and Countermeasures (SPCC) Regulations in Clean Water Act 311(j). CDA defined the oil storage facility as portions of the airport, which are City-operated and store a total of approximately 4,000 gallons of fuel or oil for the CDA, the Department of Fleet Management, and the Fire Department. No SPCC Plan was prepared for this storage facility. On April 19, 2011, USEPA Region V conducted an inspection at Midway. The purpose of the inspection was to review the SPCC Plan and its implementation for oil stored at the airport, which were CDA owned and operated. The CDA submitted a certified copy of its SPCC Plan on March 20, 2012. USEPA and the City of Chicago Department of Aviation negotiated this Expedited Settlement Agreement (ESA), CDA certified that all violations were corrected and paid a penalty of $1,500.00 to the U.S. Treasury on October 14, 2014.
