## Summary

Respondent, Port of Houston Authority, owned or operated a Municipal Separate Storm Sewer System issued an AO for violation of the Clean Water Act. Violations were identified during a 09/2014 self-assessment evaluation and inspection conducted by EPA.  The violations alleged include:a)	Failure to fully implement the Storm Water Management Plan (SWMP) by failing to inspect all sites in a timely manner and insure that the construction site (in question) developed a SWPPP and applied for permit coverage; and, b)   failure to develop and implement an adequate enforcement response in the construction runoff control best management practice.
