gmet's Permit to Install and Operate (PTIO) requires the company to capture its VOC and PM emissions and control them with an afterburner and a baghouse. Two openings in the short feed to the rotary calciner allowed VOC and PM emissions to be discharged into the atmosphere without control. EPA's September 2014 FOV alleged that the failure to capture and control the emissions from the two openings is a violation of Agmet's PTIO. In December 2014, Agmet agreed to enter into a Administrative Consent Order in which it agreed to install covers over the two openings and to conduct performance tests for PM and VOC. Agmet has already installed covers over the two openings.
