Respondent operates a large dairy CAFO in Clinton, New York that is not complying with the terms and conditions of the NYSDEC CAFO General Permit. The facility failed to include required setbacks in CNMP, failed to properly operate and maintain silage leachate collection systems and manure storage structures, failed to retain required records, overapplied manure to 3 fields inconsistent with the CNMP and is operating as a Large CAFO without fully implementing the CNMP as required. An Administrative Order is being issued to order the facility to comply with Permit conditions.
