This action is an Administrative Order on Consent between U.S. EPA and Edward Lynn Brown, respondent, for alleged violations of the federal Clean Water Act Wetlands Protection regulations that destroyed nearly 33 acres of rare vernal pool wetlands in Merced County, Calif. The respondent has agreed to restore and preserve approximately 94 acres of wetlands, projects valued at $1 million.
