This Administrative Compliance Order requires Grant Park Co-Op Grain Company Inc. (Grant Park Co-Op) to comply with the Illinois State Implementation Plan (SIP) and its lifetime operating permit.
Grant Park Co-Op owns and operates a grain-handling facility outside of a major population area at 116 Southeast Main Street, Grant Park, Illinois, with a total permitted annual grain throughput of 7 million bushels. The facility includes four major dump pits and internal transferring areas that have the potential to create particulate matter (PM). On July 20, 2012, the U.S. Environmental Protection Agency inspected the facility and observed that Grant Park Co-Op failed to 1) follow the housekeeping practices in 35 IAC ? 212.461(b) of the Illinois SIP, which include ensuring floors and other flat surfaces are free of grain and dust, maintaining and operating aspiration equipment and dust control devices at dump pits, controlling dust from the yard, and completing and maintaining records of housekeeping check lists; 2) convey air contaminants collected from its internal transfer operations through a control device with at least 90 percent by weight particulate removal efficiency; 3) reduce particulate emissions from its dump pits by at least 90 percent by weight by either applying an induced draft air stream that is conveyed to a control device or an equivalent system that can achieve the same reduction; 4) equip its dump pit sheds with devices that would prevent excessive wind v
