On April 14, 2014, Region 10 issued a compliance order on consent providing for compliance schedules and corrective actions related to the Clean Water Act violations by Building Busters, Inc. d/b/a Contractors Concrete Recycling, and Monster Auto Wrecking, Inc. Respondents operate a concrete recycling and auto salvage facility in Seattle Washington that discharges stormwater to waters of the U.S. under a Washington Department of Ecology NPDES industrial stormwater general permit. The respondents agreed to enter into the compliance order to address NPDES general permit terms and conditions, including the installation and operation of a treatment system to address copper, zinc, lead, turbidity and hydrocarbon pollutants in its stormwater discharges.
